The Central Board of Secondary Education (CBSE) has decided to implement CCTV policy from 2025 to increase fairness and transparency of board examinations. Under this new policy, it will be mandatory to install closed-circuit television (CCTV) cameras in all the examination centers built for class 10th and 12th board examinations. If a school does not have CCTV cameras, it will not be selected as a board examination centre. Apart from this, schools which want to become examination centers will have to install CCTV system at their own expense.

The main objective of this CCTV policy is to prevent unfair activities during board examinations and to make the examination system more transparent. CBSE has clarified that this step has been taken to prevent any fraud or unfair practice that may take place during the examination. This will not only ensure fairness of the examination process, but students and their parents will also have more confidence in the examination system.

Announcing this, CBSE said that the board will conduct the examination in about 8,000 schools in India and abroad for the 2025 examination, in which 44 lakh students will appear. Installation of CCTV cameras in these schools will help the board to keep an eye on the entire activities inside and outside the examination hall.
Instructions and Guidelines
- CCTV cameras should be installed at important places in all schools including the entry gate, exit gate and examination desk of the examination hall.
- Students and examination center staff will be informed in advance about the presence of CCTV cameras. For this, notice boards will be installed in schools and information will also be given through other mediums.
- The footage recorded by CCTV cameras will be preserved for at least two months from the date of declaration of CBSE 10th and 12th exam results.
- At each examination centre, one invigilator will be appointed for 10 rooms or 240 students, who will regularly monitor the CCTV footage. If he detects any improper activity, he will prepare a report.
- Necessary changes will be made in the policy and procedures to improve the examination process by taking feedback from students, staff and examination officials.
- Examination staff will be given appropriate training regarding the operation of CCTV systems and privacy considerations.
- Students and parents will be informed about the purpose of CCTV surveillance and their rights during the examination through handbooks, notice boards or orientation sessions.
